Policy Paper 190 | Effective Management of Educationiv Research studies surveyed for the present study indicate that in many countries decentralized responsibilities for education can relate to four categories : budget management, personnel management, decisions regarding curricula and teaching methods, and scheduling . Based on this literature survey and on a survey of teachers that we conducted, we maintain that decentralization may benefit Israel’s education system if it also includes empowering the units receiving new powers and preventing the creation of disparities between them . Our main recommendations regarding decentralization of education are as follows : The responsibility for managing school budgets should be transferred ) 1 ( to local authorities, which should foster cooperation among the schools within their jurisdictions .
