Abstract

Policy Paper 149 : Oversight of Online Surveillance in Israeliv data and content from a major communication link without limiting the collection to particular intelligence targets, dramatically increases the number of those affected . The right to privacy is not the only individual right infringed by online surveillance : the chilling effects of such surveillance may impair the subjects’ sense of overall freedom and freedom of expression . When individuals are aware that they are, or might be, under surveillance, they are likely to change their conduct accordingly . The policy study “Regulation of Online Surveillance in Israeli Law and Comparative Law” ( Israel Democracy Institute, 2019 ) surveys Israeli law as it applies to domestic online surveillance practices and compares it to corresponding laws overseas .
