Ofira Gruweis-Kovalsky From the beginning of the process of Jewish settlement in the Land of Israel in the modern era , from 1878 until the establishment of the World Zionist Organization in 1897 , various Jewish organizations were involved in purchasing land – primarily to establish Jewish agricultural settlements . The activity of the various organizations and individuals , the most prominent of which were Baron de Rothschild and the Jewish Colonization Association founded by Baron de Hirsch , was limited to the creation of the land infrastructure necessary for establishing settlements . After the establishment of the settlements , these institutions endeavored to strengthen them and their inhabitants .
