Abstract

In order to increase the prospects for success of public participation processes and ensure their democratic quality , this policy study includes a list of ten basic : principles 1 . The principles of public participation must be defined in a binding text . 2 . Transparency and access to government information must be ensured . 3 . All of the public interests affected by the decision - making process must be represented . 4 . Appropriate resources must be earmarked for the process . 5 . Clear goals must be set ; intentions must be declared in advance , and expectations coordinated . 6 . Civil society must be involved . 7 . High - tech tools must be adopted and used intelligently and to their fullest advantage . 8 . The public must be included in the various stages of the initiative . - 9 . There must be a link between the results of the initiative and decision making processes . 10 .
