Because of the importance of this issue, we shall quote the concluding section of his responsum on the subject verbatim ( pp . 98 - emphases mine ) : ; 99 and I saw that the Ben Ish Hai ( Parashat Re’eh ) , sect . 17 ) wrote that “a girl, on the day when she becomes obligated by the mitzvot, even though it is not customary to make a festive meal in her honor, nevertheless they should rejoice on that day, and she should wear Shabbat clothes, and if means suffice she should wear a new garment and recite the blessing of Sheheheyanu, having in mind also the joy of becoming obligated by the mitsvot . ” And even though he wrote that it was not customary ( in his day ) to make a feast, in these days, when people make a feast for the bat mitzvah, they do well . and it is implied by the wording of the Ben Ish Hai as well that the matter is entirely dependent upon cust...  אל הספר
