Abstract

Policy Paper 192 | Relations between Central and Local Governmentiv democracies that belong to the EU and / or OECD . The comparison makes extensive use of the Local Autonomy Index ( LAI ) . This index, developed by researchers at the University of Lausanne School of Public Administration, with funding from the EU, uses 11 variables to assess the degree of autonomy enjoyed by local authorities in the countries studied .
