The current law requires that they pay overtime for each day that an employee works more than a specified number of hours, even if the person did not work more than the legally permitted number of hours when averaged over a longer period of time ( a week, month, or year ) . As a result, the present law increases employers’ costs and limits their ability to offer flexible working arrangements . This study examines the needs of employees and employers with respect to flexible working arrangements, surveys relevant policies in other countries, and proposes two alternative models that would be better suited to the needs of the Israeli labor market : One would establish a mechanism through which employees could ask their employers for flexible working arrangements according to predetermined criteria .
