Background The 2014 Israeli Democracy Index is the twelfth in a series of reports published since 2003 that seek to examine the institutional , procedural , and perceptual aspects of Israeli democracy . Exploring these factors on a regular basis enables us to observe the processes experienced by Israeli democracy over time , and allows for comparison with other democracies by means of international indicators . This year’s Democracy Index survey focused on social and economic concerns , which are also the subject of the first chapter . In the second chapter , we address various aspects of the country’s political and government systems . The third chapter deals with Israeli society , in particular the subject of equal rights and human dignity .
